Gowthavram is beautiful village which is near to its mandal Racherla. In this village there are two Rama's temples, one Anjaneyaswami temple,one vinayaka temple and also there is Lord Shiva temple on the hill near to this village. There is M.P.U.P school having 150 students. Every year many number of students are going for higher education to other villages. This is a bad news for this village people .Main occupation of this village is forming. The farmers are used to produce the crops like Mirchi, Nuvvulu, Sunflower, Nuts, Cotton and many more. There are so many number of soldiers working in Indian Army and are working in I.A.F and also as police. There are three major casts like Balija, Muslim and also Christians.
There are near about 600 families in this village. There are 1120 votes in this village. The present Sarpanch of this village is MARTHOTA LAKSHMI DEVI, her husband is a school Headmaster and her father-in-law is also a former school Headmaster and former Sarpanch & known as Mahatma Gandhi of this village.
గిద్దలూరు నియోజకవర్గంలో గౌరవప్రదమైన కుటుంబంగా పేరెన్నిక గల శిరిగిరి వారి ఆడపడుచుగా మార్కాపురం డివిజన్లో అందరికీ సుపరిచితుడైన శ్రీ మారుతోట మద్దిలేటి సార్ గారి కోడలుగా వాసికెక్కిన శ్రీమతి మారుతోట లక్ష్మీదేవి గారు తన కుటుంబ రాజకీయ వారసత్వాన్ని పుణికిపుచ్చుకొన్నారు.
శ్రీమతి మారుతోట లక్ష్మీదేవి గారి చిన్న మామ గారు అయిన స్వర్గీయ శ్రీ మారుతోట చిన్న మద్దిలేటి గారు 1962 లోనే, ఉమ్మడి అనుములపల్లి గ్రామ పంచాయతీ సర్పంచ్ గా ఎన్నికై, గౌతవరం గ్రామ అభివృద్ధికి ఎంతగానో పాటుపడ్డారు.
మామ గారైన పెద్ద మద్దిలేటి గారు వృత్తిరీత్యా ఉపాధ్యాయుడు అయినప్పటికీ, ప్రవృత్తిరీత్యా పేరుమోసిన రాజకీయ నాయకుడు అయిన మాజీ మంత్రివర్యులు స్వర్గీయ శ్రీ కందుల ఓబుల రెడ్డి గారి అనుచరుడుగా మొదటి నుండి ఒక వర్గాన్ని ఏర్పాటు చేసుకొని, గ్రామ అభివృద్ధికి మరియు గ్రామ ఉన్నతి కోసం పాటుపడ్డారు.
వీరి హయాములో ఎన్నో అభివృద్ధి కార్యక్రమాలను చేపట్టి ప్రజల మన్ననలను చూరగొన్నారు. అందులో బాగంమే కొన్ని ఈ క్రింది చూపబడినవి :
1. అనుములపల్లి బస్టాండ్ నుండి గౌతవరం గ్రామం వరకు ఉన్న కాలి బాటను తారురోడ్డు గా ఏర్పాటు చేశారు.
2. అనుములపల్లె తో కలిసి ఉమ్మడిగా ఉన్న గౌతవరం ను, ప్రత్యేక గ్రామ పంచాయతీగా బైఫర్ కేషన్ చేయించారు.
3. గౌతవరం గ్రామం లో ప్రాథమికోన్నత పాఠశాలను అప్గ్రేడ్ చేయించడం లోను, మౌలిక వసతులు ఏర్పాటు చేయడంలోను అవిశ్రాంతి గా కృషి చేశారు.
4. గ్రామంలోని ప్రతి గొంది కి మరియు సందు సందు కు సిసి రోడ్లు ఏర్పాటు చేశారు.
5. గ్రామంలోని ఎస్సీ పాలెం నుండి కొండ క్రింద గల శివాలయం వరకు 34 లక్షల తో మెటల్ రోడ్డు ను ఏర్పాటు చేశారు.
6. గ్రామంలో అందరికీ సంక్షేమ ఫలాలు అందించడం కోసం ఎంతో కృషిసల్పారు.
7. 2001లో స్వర్గీయ శ్రీ మారుతోట పెద్ద మద్దిలేటి సార్ గారు పైలెట్ ప్రాజెక్ట్ చైర్మన్ గా, కొండ కింద బోర్లు వేయించి, రెండున్నర కిలోమీటర్ల వరకు పైప్ లైన్ నడిపి, ప్రతి ఇంటికి కొలాయిలు ఏర్పాటుచేసి రక్షిత మంచినీటిని ప్రజలకు అందించి వారి దాహార్తిని తీర్చారు.
8. స్థానిక శాసన సభ్యులు శ్రీ అన్నా రాంబాబు గారి సహకారంతో గ్రామంలో ఆర్వో ప్లాంట్ ను ఏర్పాటు చేశారు. ఇంకా, అంతేకాకుండ గత 60 సంవత్సరాలుగా శ్రీమతి లక్ష్మీ దేవి గారి కుటుంబ సభ్యులు గ్రామ ప్రజలకు కష్ట సుఖములందు అండదండగా నిలిచారు.
